Choke plate

I was replacing my choke thermostat on my four barrel rochester quad and i noticed my choke plate never closes. should i be able to close it manually? for some reason i drive down the road and the choke light will come on, after ive been driving it for twenty minutes or so, followed by the service engine soon light. the funny thing is, no trouble codes are stored when i check it. i noticed that my ground on the negative wire to the battery was really frayed, and i heard that it being frayed causes electrical malfunctions. can anyone shine some light on this topic for me please? thanks-
