need help with emmissions.

hi i have an 82 z28 with a carb on it and the guy who had it before me riped off all the emmission controls and whatnot and well i know for damn sure i will no pass emmissions is there anyway i can lean out the carb and do stuff to get it to pass. please help

no i dont think it does becuz my coputer for it has been taken out and i have i think im sure its a vacum adv distributer.
