slowly getting screwed by emmissions

Okay.... Every time I get my car running better than before, I seem to encounter new and exciting ways to spend my money come inspection time next year... I just bought this car for 1300 and have spent 300 on it already... fixed some vacuum leaks and bought two tires... anyhow, the guy I bought this car from must have had some friend in the inspection business because there is absolutely no emmission equipment and there are several aftermarket parts that are not legal... So, here is my latest set of questions (keep in mind NY regulations if possible):
Will I get caught for an illegal carburetor and not having the charcoal canister hooked up?

Is there a way to rout the canister to an edelbrock 1406? I'm told it's not possible... and is there a way to eliminate the raw gas smell without the canister?

I have an aftermarket open filter... not the stock single snorkel, will I get caught for that?

If anybody out there in the rural New York (anywhere out of NYC) that has regularly fooled inspectors by adding little trinkets prior to inspection etc., I would be very greatful for input...

My priority is to get rid of the gas smell, and to spend as little as possible on modifications... I would make it emissions legal but I don't have the cash yet...

You may get nailed for the open air element. I have a stock cleaner sitting in the garage that I have to cram onto the Holley one day each year because it has a TAC sensor in the snorkle. Basically, it warms up via that little aluminum hose (which you also need) from the headers and opens a little flap... kind of like a pre-choke.

The rest is just hide things with the air cleaner, and run a mass of vacuum lines (whether they work or not) to everything.

Make sure you have an EGR valve on that manifold too... I have mine blocked off, but it is still there!

I have just purchased a single snorkel assy. to make it look good, I am going to hook up a '79 vette carb, so my emmissions should in fact work soon... but that aircleaner is gonna stay off for the better part of the year, that thing is useless...

I bolted an EGR valve on my car and kept the blocker plate under it like a gasket. (you have to cut off the little rim off the EGR (that goes to the intake) so you can flush mount it. I also hooked up the hose to the vacuum port under the fuel adjustment **** on my Edbrk. with the blue cap in the hose, they cheaked the hose and jiggled with the EGR valve and oked it! I did not need the AIR or anything else becouse my engine was a '78. I'm sure the NY regulations are differant than mine, but as long as everthing is connected in the right (or close to the right) spot you should be fine. As long as you pass the sniffer.
