RAM AIR

Recently i had a friend take his 92 mustang to have it dyno tested. We both run a ram air system which is like a hose used off of a dryer and the scoop comes out below the front bunmper. When he had it tested they put large fans in front of the the car to simulate air flow. After the first run They then told him to take his ram air off and he gained like 5 more hp. They claimed that ram air is really only good at a high speeds because at lower speeds the air is turbulant and rolls till it gets to the carburator. Does this sound right???????????? If so whet are the real advantages to running a ram air system then?????
