Most likely it is either a bad choke pull-off (it keeps the secondary air valves from opening too soon - as vacuum drops it allows them to open), or the tension on the AV is adjusted too loose.

Poor ignition or exhaust can also make this worse. But, that is less likely.

If you haven't tried to make any adjustments, though, I'd suspect the choke pull-off.

the tension on the AV is not a cable, it is the spring that allows the secondaries to flop open - read the tech article under the carb section on performance cc quadrajet, and that should answer your question on how to fix it

the choke pull off is the thing on the passenger front side of the carb - has a vacuum line running to it, and is attached to a rod that keeps the secondaries closed - before you crank your engine, push down on the secondaries - they will flop open easily - now crank your engine (will work best when cold) and try to push down on them again - it shouldn't move down, because of the rod leading to the "choke pull off"
when you floor te gas pedal (wot) it looses all vacuum, and allows the secondaries to open up

this answer your questions?
