TPS and rough idle help!!

TPS and rough idle help!!
No matter what, I can't seem to get the car to idle smoothly, hot or cold. Here's what I've replaced so far
New AC plugs
New Cap
New rotor
New O2 sensor
New canister control valve
Good plug wires
Checked all vac lines, appear ok
Ran carb cleaner
Tried different gas
I hooked up my old analog DMM and at idle, i'm getting nearly 1 volt from the TPS. This seems to be high from what I've read. Also, with the dist wire disconnected, i'm at 1 deg base timing, but with the wire connected, I'm at 13 degs. How does this sound? Its an LG4 and the base is supposed to be at 0 deg according to the manual. The computer is showing no codes. Along with the rough idle, the idle tends to fluctuate about 75-100rpms. Please help

My Helms manual and the sticker under the hood both say to set timing at 0 Deg. It seems to only run faster if I move up the timing, not smoother.
