TPS Question ?

This is my first post, ive been viewing this board for about 6 months now and every question ive had i have found the answer to on the board and the archives. Except this question I have.
I know the TPS voltage needs to be a certain voltage (.48-.58) but ive set it at the voltage started my car, let it run, and after I shut it off, I checked the voltage again and it was lower. ?????
Well I have been racking my brain and a few minutes ago I found out that when the choke is on, it is at a higher voltage than when the choke is off. should i set the voltage when the choke is off, since it will be running with it off mostly anyways?

Yes, set it with the choke off.

It kind of threw me for a loop . I am new to carbs and am learning as I go. I will set it choke off .
