Car: 84 Firebird Trans Am
Engine: 305 4bbl HO
Transmission: 700-R4, 3.73 rear
84 4bbl trans am

i have the stock trans am 305 HO 4bbl and i would like to know what would be the best carb, intake,and or heads to use and still have it pass inspection and emissions?

How much money are you looking to spend? I would keep the stock carb. It can be made to perform pretty well. As for the other stuff, that just depends on money.

Actually, there is only one right answer - the carb you have now.

It is a good piece, just give it what it needs and it will give you great performance, decent gas mileage (better than any other carb system out there), and pass emissions.

See the tech articles for what the carb may need to do its best. Some simple adjustments and secondary rods/hanger tuning are typically all that's needed.
