carburator trouble!!!!

carburator trouble!!!!
front butterflys wont open fully when starting engine could it be a vacum leak and if so what hoses do i check and if replace?

I assume you mean the choke butterfly (on the top of the carb), and not the throttle plate butterflies (on the bottom of the carb).
It doesn't open fully when first started up. However, it should open up slightly after the engine starts. If it doesn't, the vacuum diaphram choke pull-off may be defective or disconnected.
The choke should slowly and completely open after about 5 minutes of running.
