Brabd New 650 DP...WILL NOT idle without choke

Brabd New 650 DP...WILL NOT idle without choke
ok i put it on filled up the float bowls and fired it up...i didnt open the choke so it was extremely rich.. i shut if off and opened the choke all the way and let it run for a few mins..i adjusted the float levels like the manuel says. After i was done with that i figured it would be warm enough to set the idle as well as the idle mixture....so i closed the choke and it died instantly...so i open it up and restart..i closed it slowly and it eventually died..with the choke fully open it idle glass smooth and was a little rich...
withthe idle mixture screws 1 and a half out it was "cloud the neighborhood" rich...so after i turned them both 1/2 back in thats when it idle smooth and wasnt that rich....also with the choke closed it was very saggy and poppy...with the choke fully open it was very crisp and snappy
like i said the only thing i touched was the float level and the idle mixture screws on both side of the primary metering block...i turned them both 1/2 in...
This carb is on a LT4 motor/heads, stock 94 cam

The choke is supposed to be open at all times except when the engine is cold. If the car runs right with the choke open and the engine warmed up, then .... it runs right.
