Check your local laws. Some places you can, some you can't. It depends on whether you can tune it well enough to meet the sniffer specs if you have that, and if they do a visual, then there's no way. Some places, even if you pass the sniffer, you can be pulled over and given a visual. Know your local laws before you hack on your car, expecially before you spend any money or do anything you can't put back easily.
It's not legal anywhere in the US to put a carb on a 92 car no matter what, strictly speaking, since fedearl law prhibits "tampering" with emissions-control devices; but that's a different matter from passing local inspection.
