Carb. TV Cable connection
How much slack should there be for a tv cable hooked up to a carb? The transmission shifts at 4500 from first to second.

It's not supposed to have any "slack". It's supposed to be adjusted at WOT.
The proceedure has been discussed many times. At the housing attach bracket is a locking mechanism. Unlock it (pull up on the "key"), pull the housing back away from the carb. Take the throttle to wide open, the housing will click forward. Lock the housing, it's adjusted.
The shift point should not be adjusted by changing the TV cable adjustment. If after properly adjusting the TV cable it still shifts at too low an RPM, you need to modify the govenor.
