erratic fuel pressure

Well I completed the efi to carb swap and main problem i have is the fuel pressure is up and down.
guage reads 4.5 psi and then violently shoots up to 9 psi and back down to 4.5. It will keep shooting up and down until I shut the car down. I am using the intake pump for now until I get time to install holley red. I thought maybe I have the relay wired wrong but after I searched I found 2 posts that explained how to wire up fuel pump relay. Still could be wrong if the post contained bad info??
Just to eliminate confusion can someone reply with correct wiring info/pics to wire up fuel pump relay.
checked fuel lines no kinks or bends, fuel filter is fairly new I replaced it a year or two ago but since replacement I have only put about 6-8k miles on it.
Oh I am using the mallory regulator and when I try and adjust it from 0 up to 5-7 psi once I hit 4.5 psi is when fuel pressure starts jumping around. anything under 4.5 and it is rock solid.
