Well, what you have listed is a good start.
-Fully functional ignition. You might be able to stretch your plug gap .010-.015
-Unless you have a built engine, a MSD box is probably overkill. A good coil and moudule should do your engine wonders.
-Make sure ALL emissions equipment is on. It may slow you down and seem like junk, but it is designed to help you pass these tests.
-Engine should be in full tune. That includes no vac leaks or exahust leaks.
Remember that every car is unique because it is about 20 years old. All you can do is the best you can with your setup, and bring a Franklin incase these things don't get you there.
A final option, although pricy, is to upgrade to fuel injection of some sort. TBI isn't as bad as everyone makes it out to be.

yes, but that's my point...i had efi, but went to a bigger engine for more grunt.....there IS no emissions stuff!...new efi would require more stuff, different computer, different in-tank fuel pump, etc....i want easy, cheap!

I put a mild cammed, 350 head Olds 403 in my 1988 Cadillac under the stock Olds 307 CCC Q-Jet. With the carb properly adjusted, stock timing spec, and a good tuneup it passed the Texas dyno 50/15, 25/25 with ease.
