FUEL REGULATOR (3-WAY)

i have a Holley 600cfm on top a 383. i know, i know.....
anyway there is also a mallory 3 way regulator in line, all connections are correct hoses and fittings as well as the sizes. My problem is that I have 12lbs running through my fuel lines to the carb and it is causing the carb to spit gas out from the needle. basically it is flooding itself out.I have tried to adjust the regulator but 12 is the lowest reading i can seem to get. I take the nut off as well as the spring and screw. turn the pump on, i see the needle going everywhere after 15lbs. So i turn the screw as much as i can, it stops before my fuel pressure can go below 12 lbs.
-----Does anyone know how to adjust the regulator....Am I doing it wrong?????

Problem solved, was doing it correctly after all, just had to go a bit further.
