To see if your in tank TBI pumnp is the cause of your suspected fuel starvation problem ( it probabily is) remove your carb from the motor. Using a length of fuel hose extend your fuel line so you can put your carb in a bucket on the ground to test the actual flow volume thru the carb of you fuel system. Put the carb in the bucket, up side down so the floats are open. Time how long it takes to fill the bucket using a stop watch. Calculate the GPH flow rate flow based on how long it takes to fill the bucket with 1 US gallon of fuel. of your fuel system at max flow. You need a minimum of .5 pound of fuel/hp/hour. (1 US gal gasoline weights 6lbs.)
Your motor is probabily in the 430 to 460hp range so you would need 38 US gallons per hour of flow capacity to feed your motor at WOT. Its nice to have at least 15% extra flow capacity as a safety factor. so 43GPH.
So your pump should be able to pump 1 US gallon in to the bucket in 1 minute and 24 seconds thru your carb's needle and seats. If it won't do this ya need a more powerfull pump.
I run two carter #4594 72GPH free flow rated 7psi pumps thru twin 3/8" fuel lines from the tank to the carb(s). No regulator is required. good to 600BHP.
A single 110-130GPH rated pump will feed your motor thru a 1/2" fuel line.
You should be using hi flow .110" needle and seat assemblies in your carb.

When you redo the tank fuel pick up tube, be sure to put a slight flair on the end of the tube to maximize flow at the pick up point.
