bad fuel pressure regulator, or pump?

Car: 2005 Chevy Colorado/ 1985 Z28
Engine: fast burn zz4
Transmission: th350
Axle/Gears: 10 bolt (has to go) 3:23 gears
bad fuel pressure regulator, or pump?
i am currently running a holley blue pump and holley fuel pressure regulator. the regulator worked fine for about a month, then one day at the track the car started flooding, i checked my fuel pressure guage and sure enough it was pegged at like 14 or something, so i turned the regulator down and as the car idled the guage went right back up... long story short, i bought a new one and it does the same thing... is there any way the fuel pump is bad and pushing too much fuel?!??

no return line in this set-up... can't figure it out, i'm gonna try my buddy's spare pump and see if it makes a difference, but the pump and original regulator are only a month old... i'm lost...
