Fuel pressure too high?

I have a converted TPI car... it's got a holley vac secondary 600cfm and an airtex pump. The pump puts out 9psi and I have a holley regulator set to 5 1/2 psi

for some reason - and this happened with 2 carbs, both of which were set right - the fuel seems to leak out of the boosters as soon as the pump comes on.. is my fuel pressure set too high or are there other issues?

With or without the engine running?
