Yea wouldn't hurt to see if its shorted internally at the ECM instead of prodding at the harness. Its definately 5v on the signal wire at the connector with it unplugged. I'll check it at the ECM. Should be ~0.5v just keyed up right? If the ECM is unplugged will I get any voltage coming out of it at the TPS signal terminal (coming out of the ECM) or do I need to probe it plugged in?
Edit: I snipped the signal wire a few inches out of the ECM and the tech1 still read 5V. Guess I'm looking for an ECM now...

Just in case some one else needs more 411 on a Q-Jet, here are pics of my original to the car 1986 Rochester Q-Jet 17086004 0246 JMY with original GM HEI distibutor 1103460. EGR is deleted and so is LG4 replaced with a ZZ3.
