Primary butter fly valve tightness -- question upon reassembly

Primary butter fly valve tightness -- question upon reassembly

I had to take the linkage off the side of the butterfly valve, and when I tightenedit up, I think I pushed the choke down all the way because now I can't move the valve at all. it's stuck "open"...this normal for a cold engine? is there anyway I can do something to get it to close again?
