Oil in and on carb

Ok my buddy's 87 firebird has q-jet carb and theirs standing oil on and in the carb my question what causes this could it be intake gaskets head gaskets iv never dealt with something like this and could use the advice

Sounds like a timing issues, timing incorrect or chain has slipped.

Ok as I stated this is my buddy's car so I hadn't gotten a lot of time to look at until yesterday finally had it towed to my house the po swapped the original q-jet carb for a 1989 one the car is a 87 he managed to remove the linked to the secondary barrels on the carb so it was only running On the mains then the PVC wasnt even hooked up at all then the brake booster had no vacuum on it at all well and with my dad helping me along the way since I have the 87 camaro with same motor and trans his cars motor now starts on the first try and running beautiful oh it had about a dozen vacuum leaks
