Embarrassingly slow...to late surge and cannot figure out...help anyone?

Embarrassingly slow...to late surge and cannot figure out...help anyone?
I just added a new carburetor to the car in right now when I give it gas it goes really slow I mean ridiculously slow and then once it hits 40 miles per hour it surges and it goes pretty good but then it's too late because I'm never going really above 40 anyways unless on the highway and this is making the car overheat immediately because I'm what seems to be pounding on the gas.....but im just trying to get it to move......AND THEN.... When i shut the car off. .... it desiles....and keeps on running for like 3min.....no bull... Where should i start....?
