No start/flooding problem

No start/flooding problem
Hey all, I have a bit of an issue and I was hoping somebody could point me in the right direction.
I have a recently rebuilt 350 with about 10k miles on it in my camaro, and I'm having a heck of a time getting it to start reliably and stay running. I've noticed by pulling plugs that it gets flooded no matter what method I use to try starting it. I'm running a 600 cfm holley w/ manual choke, electric fuel pump with inline pressure regulator, and HEI distributor.
To ensure I have good spark, I swapped distributors with a known good one, I've also measured 12.6V at the terminal going into the distributor.
Any help is appreciated.

increase the timing advance? whats the timing set at? fuel pressure? carb setup work before or is it new?

This is the first start with this engine in the car, so I haven't been able to set timing. Though I've tried moving the distributor around either advance or retard and still no change. I don't have a fuel gauge, but I've tried setting my regulator at different settings. I also tried a different carburetor, but again, no change.

setting the time when you first start an engine is kind of an art. normally i set the idle screw higher, then pop the driver side valve cover so i know for sure i am on the right stroke for number 1 and stick something non marring like a little wood dowel in the plug hole and wait for it to be at TDC(make sure the pointer is at zero). then i put the rotor slightly before number one or just touching it. probably have to retard from there, most times it will run poorly on improper time if the idle is cranked up, then you can back off timing with the gun to the proper settings, and then set the carb after it runs.

Make sure to check (smell) your oil in case it's flooding bad enough to leach in there. Holleys can tend to flood, especially if older and there are a few things you can check. #1 to make sure fuel pressure isn't too high. Try Googling or searching Youtube for "Holley flooding" to learn about it.

Had a bit of a breakthrough tonight, found the fuel is dripping through the bottom of the carb. Doesn't look like it's coming from the boosters or vent tubes. Probably just going to end up sending it to somebody to rebuild. Never heard of a carb doing that though.
