Do have to run a return line when running a carb setup ??? 1992 Camaro

Ideally yes, it helps prevent vapor lock by circulating unused fuel back to the tank instead of sitting deadheaded in a line under the hood. I have an external electric 45 psi fuel pump, with a return style regulator under the hood; the regulator reduces the pressure to 5 psi for the Holley Carb and sends what the carb doesn't use back to the tank in a return line.

Depends on what you are using for a fuel pump. If you are using stock fuel pump components, then you will (as MSgt says above).
