What maintains pressure/ controls the fast idle cam?
Mine is jammed open with a big hunk of plastic and silicon. When I removed all the crap last night the cam kept slipping up and making it idle around 1500.

On the right side of the carb (looking forward) is a round black plastic piece with a wire going to it (at least, it should have a wire going to it). That is the choke thermostat. Behind and attached to that black plastic plate is a wound flat bi-metal spring. As it warms up, that spring will release the tension that holds the choke butterfly closed.
You should have 12 volts to the terminal on the choke thermostat when the ignition is on. If you don't, you need to find out why you don't, and get it working again. If it does have 12 volts going to it, the thermostat spring is either disengaged from the lever that acts on the rod that rotates the choke butterfly, or the thermostat itself is shot.
Hope that gets you somewhere close to back on track.

You picked it, the choke and egr have also been disconnected.
I'll find the wire tonight and hook it back up and see if it works, maybe the spring has been removed as well?
