How do you know when a carb should be adjusted? And How do you do it

I have a 91 RS as of now and thinking of putting in a 454 or a 383 stroker....But if I do it'll be carbed and know nothing about tuning them or anything, what should I be aware of and how can I tune one, and when should it be done?

there are lots of posts about carb tuning. Just do some searching and you'll get a lot of useful info. The best way to really learn is once you get one like anything else.
