ive been working and tuning my car for some time now and have never seen the secondarie flaps open is their and way that can can easyly tell if they are working or not the car drives fine no hesatation or anything ive just never seen them open

Go drive the car for a few minutes to warm it up. Park the car and turn off the motor. Take off the air cleaner lid and check 2 things:
1. The secondary air valves above the secondary bores should be able to be pushed open with light finger pressure against the force of the light spring that keeps it closed. If not, find out what's binding and fix it. Usually it's a stuck choke pull-off vacuum can on the side of the carb or just general rust/corrosion type of issues.
2. Assuming it passes test #1 hold the air valves fully open and look down the secondary bores as you manually open the throttle all the way by hand. You should be able to see the secondary throttle plates open at the bottom of the secondary bores and look stright down into the intake manfiold. If they don't open then your choke is not pulling off completely. The is a lock-out that prevents secondary throttle opening until the choke is FULLY open (pass. side of the carb, down low).
If it passes both tests, then they're opening.

well when im driving over 40 mph, I get this hesitation in my car, like a bog down, but if I push on the pedal "more than I would have to" it feels like a short and slightly noticable slowdown, then it just pushes foward hard and fast, what could this be a sign of? the seocndary's not opening when they should or something??
oh and it only happens after the car warms up.
