My 84 has the same problem. I took the carb off today and traded it in for a new one. I would like to know the answer to this to in case I still have this problem later.

If a wire was missing (i.e., the power to the thermostat), then the choke would be slow to open and probably wouldn't open all the way.

Sounds more like something isn't connected properly internally or is loose/broken. The first thing to check would be the linkage to the butterfly. Next, insure the tab on the thermostat spring is engaging the tab on the carb linkage (this will require removing the choke thermostat housing). Also possible is that the thermostat is not properly adjusted.

Has this carb been taken apart recently? The choke mechanism is a bit tricky to get together, and if something wasn't tightened properly, it may have come loose enough to no longer shut the butterfly.

More info needed. Did anyone mess with the choke houseing? It could be installed 90 degrees off or something. Another possibility is that the thermal spring (I don't know what else to call it) inside the choke houseing could have snapped and then it would need to be replaced. The butterfly should have a bit of "spring" to it if you try to open/close it with by hand.
