Who threatened to garnish your tax refund? The Post Office, or was it some collection agency?

I doubt they would have returned the money to you in the first place if they couldn't track it down.

Smells like BS.

Do you still have the paperwork they issued when you got the check?
Have the letter they just issued?
How long ago was it?
Have you reported the guy to the FBI yet? (It's mail fraud, their jurisdiction).
Called yours and his local PD to file a theft report?
Filed a civil lawsuit in your court?
There are a bunch of avenues to pursue, you just need to be a bit more informative.

Basically all i did was file the report with the post office and since they gave me my money back I didnt do anything and I dont have the money to file a lawsuit or anything because I would have more than the origanal 500 bux in a lawyer and Im just a poor college kid.

Small Claims court. You don't need a lazy overpriced scumbag lawyer.

The threat is legitimate, then? That's what I was wondering about.

The Post Office messed up by refunding his money, now they are going to use the US Treasury Department to recover $500?

Report to the FBI. That usually gets things moving.
