Re: RS vert
Chances are, the relay in the back by the trunk latch is bad. All the verts left the GM plant with the wiring and such for the power hatch release but ASC modified the wiring when they did the vert conversion to make that wiring release the tonneau cover instead. If that relay is bad, it won't work. Do a search, there is a lot of info about it, and I'm not 100% sure on it so best to get that info from someone with more experience.
As for the 1990 verts, they are like the coupes; a hybrid of 85-89 and 90-92. They have the same gfx as the 85-90 cars but the dash, gauges, and steering wheel of the 90-92. 1990 camaro production was the lowest of the whole thirdgen run because it was a short production year. There was only the IROC-Z and RS; when the IROC license expired, GM Brought back the Z28 for 91.

Re: RS vert
I have the same car. When I got it it had the same problem.
There is an interlock on the top release system that prevents the opening of the tonneau while the car is in gear or when the trunk is open.
I traced the problem back to the trunk. There is a wire connection to the bottom of the trunk latch attached to a switch that detects whether the trunk is closed or not.
In my case the problem was that the wire had become disconnected. It has a quick connector so the fix was as simple as just plugging it back in.
You can believe that I danced a jig as soon as I saw the solenoids fire!
Good Luck!
