I'll say this. That dealer takes fairly crappy 3rd gens and sells them for a lot of money. It's strange that they only want $4K. They usually ask 10K more for a car like that.
The fact that THEY are selling it that cheap makes me say buyer beware. Do your due diligence.

If your goal is to get a really nice Z28 Vert I personally wouldn’t want one that’s been hacked up and painted metallic bubble gum with strange designs on the sides..
There’s a couple nice ones up my way for $6k-8k with around 90-120k miles that are still original and not hacked up..
That car will need a top and If I bought it, a re-paint.. I’d also put aside $2000 for potential mechanical repairs..
I’d spend a little bit more and get something a huge bit better.. you’ll save money in the long run..

If that car has a clean title, starts and drives fine and you liked the paint I would say it's a good deal. There doesn't appear to be any rust and panel alignment is good--That's half the battle when looking for a good thirdgen, especially in a convertible. This car seems to need some rebuilding though. Top needs replaced, engine at 138K miles would need rebuilt, trans probably too. There has been some hackery as evidenced by the added buttons below the stock window switches so there could be more hiding elsewhere. The dash pad needs replaced, the door panel upper molding needs replaced. The seats and carpet look clean and dingy at the same time.
