heating vent problem

Hey. I know this sounds like a kind of stupid problem, but it's getting pretty cold out around here. The problem is- when I put the heat on, it only comes out of the lower vents by my feet (88 Firebird, by the way).

The air conditioning works fine and comes out the top vents, and the defroster blows out the dash vents like it should.
Can anyone help me out?
Jeremy
