Two things come to mind. With the heater off check at the water valve. The hose going to the heater core should be cooler than the other 2. It may be gummed up with junk causing it to stay open thus circulating coolant through the core even with the heat off. The other thing, feel the pass side floor. Radiated heat from the catalytic converter will warm the passenger compartment somewhat. Make sure the heat shield for the cat didn't go bye-bye.

Does it have anything to maybe do with the little black chin spoiler that mounts underneath the radiator. My car doesn't have that spoiler and its critical for cooling isn't? The car doesnt have any grills so all the air has to be collected and sent up through the radiator by that spoiler.

Thats the airdam, and yes it is absolutely critical for proper radiator cooling. Without the airdam the TG's will run much hotter and the fan(s) will constantly be on. It is the primary source of airflow to the radiator when the vehicle is moving. They run about $25 at any GM dealer.
