Air on HIGH, sometimes sticks

Air on HIGH, sometimes sticks
I've noticed that when I have the air on HIGH and turn the **** to low, that sometimes that air is still on high. A TINY twist (basically a 1mm turn will shoot it to low like it should be.
What the reason for this?
