Make my Camaro run cool!

Hey guys, well, as in a previous thread, I posted about my car overheating because of a missing airdam, but to add to that. We have hooked up 2 switches on the dash board for controlling the dual electric fans. So far, there is 1 fan hooked up, and waiting to connect to the second fan. The car still runs at about 220 in normal driving without the airdam.

Currently:
-1 fan that turns on at 160 or so and shuts off at highway speeds
-1 fan that is wired to a switch on the dash
-1 missing airdam
-180 thermostat

Now, the car overheats with this setup if driven at highway speeds for 15 minutes or so. When my airdam comes in from shipping (taking forever), and we wire the second fan to the switch, will my car run at 180-190 F?

-2 fans wired to dual switches
-Replacement Airdam
-180 thermostat

Will this setup make my camaro run at sustainable temperatures?

Goal: I would really like my car to be able to stay 180 all the time as I'm always in traffic in California. After the dual wired fans and airdam equipment listed, what else must be done to accomplish my goal of 180? I have no A/C and if I'm going to suffer that's fine because i love driving my car, but I don't want my dear Camaro to suffer in this heat, poor thing.

Axle/Gears: 8.8 rear, 4.56 gears, 4:1 transfer
Just replacing a missing or broken air dam will prevent overheating at highway speeds. No other mods will be required.
