Well i would think if it is allways raining you would have a better reason to keep your a/c?
Well you should do a search on the removal off the a/c, its done often. Its not to hard.

The only thing you will need to buy is an AC delete pulley. It bolts right in to the stock location (where the AC compressor was). You can get it from your local GM dealership or a place such as www.gmpartsdirect.com . The part number for it is 10055890. Removing the AC has no effect on the ECM.
The first thing you should do is get the system discharged from a shop. It is illegal to vent refrigerant into the atmosphere
.
Now for the parts removal. It's pretty simple. The first thing to do would do is remove the lines. Then take the belt off and remove the compressor and install the delete pulley and put the belt back on. Then unbolt the radiator, slid it back a little, and remove the condensor. Then remove the receiver/drier (the round can-looking device). Now cap off the the two big lines that lead into the blower unit/heater box (the big black box on the passenger side firewall) and your done. You can buy a non-AC heater box from certain places, but they're hard to find and can be expensive).
I can go into for detail if necessary, if you need it. Just post or PM me. Also, since you're new, don't forget to use the "search" button before posting, just to be sure no one has asked this in the past

I'm not an expert on dual fans, but I'm almost positive you don't have to buy new fans. I have never even heard of non-AC fans. Where did you see them for sale?
