anyone know why my heater doesnt blow hard on any settings and it wont blow at all on high

thats a diagram for a heater only car.
if u have a/c and heat the heater will use the same fan speeds for a/c also.
3 low speeds through the resistor pack and 12 volts using a relay for the highest speed.
