rear water crossover?

I'm a little confused about this issue, I have seen intakes with and without rear water crossovers on them. Is there any harm in using an intake without a rear water crossover on heads with the crossover ports? I know plumbing that crossover may lead to better cooling, but does not using it seriously restrict the flow somehow? It just seems to me that the heads were designed to have water flowing through those ports. I guess I haven't seen how the water jackets are designed well enough to keep the water flowing when those ports arent used. Any enlightenment on this subject would be appreciated.

Yes, because the heads were designed to be used on either side of the engine.
