Electric fan not working properly

Car: '89 Firebird
Engine: 305 TBI (LO3)
Transmission: 700R4
Axle/Gears: 10 bolts 2.73
Electric fan not working properly

I was coming from school the other week and , at some time I started smelling that something was burning in the car . 10 seconds later , white smoke was coming out of the hood . I parked the car in a parking lot and then opened the hood thinking it probably was the radiator hose . Actually the smoke was coming from my electric fan motor . I tried to make the fan turn with my hand but it was jammed . The day after , I changed the motor but the fan didn't start at 90 degree . I changed the relay and it still doesn't work . Could it be the Fan Switch ? (the 20 amp fuse under the dash is not burned off and when I jump the fan wire with the fusible link wire , the fan runs .)

Not sure exactly how this works, but you can jump the A and B terminals on the diagnostic connector under the dash, and the fans will come on. Seems like you turn the key on first, then connect the two terminals. Check on this before you try it, been a while since I've fooled with this.
