Odd Weep Hole in Water Pump

Odd Weep Hole in Water Pump
Hi guys...it's been a long time for me and I'm sorry I haven't been around more. To the point, I have a water pump to be used on a new engine build, and something puzzles me. I know on the bottom of the snout of thos '92 reverse rotation water pump, is a small weep hole designed to warn of bearing breach. Well, on the top of the snout is another, larger hole. I can look through and see the shaft spinning. Is this another weep hole and is this normal? It concearns me a little and I want to make sure I don't need to plug it with a set screw or something. Here's a pic. Thanks.

some water pumps have the second hole on the top, what its for i don't know.
