Coolant by-pass at 880 block

Coolant by-pass at 880 block

At my 880 block has little hole below bigger hole at waterpump mountingpoint(passangerside) .Is that little hole for coolant by-pass(and thus no need for drilled thermostat)?

I have 3 880 casting blocks and ALL of them were drilled. Even my 1997 Vortec 350 had the internal coolant bypass drilled.
