90 Camaro RS Fan will only work with A/C on. I disconnected wire from fan switch in passenger side cylinder head and grounded it with key on and no fan. Checked fuse under dash it's good. To check the fan relay my repair manual said to install a jumper between terminal A (black/red wire) to terminal E (red wire). Fan came on, so I replaced the relay, still no fan. Checked the ground at the fan, it's good, checked for 12v at fan and nothing. I know the new relay could be bad but not likely. Am I missing something. Need help. THANKS
