Help w/changing over to non-A/C

Engine: Mild .040 over L98 4 bolt mains
Transmission: Mostly stock 700R4, 2600 Vigilante
Axle/Gears: LS1 3.42
Help w/changing over to non-A/C

Does that rivet towards the bottom of the A/C firewall housing, (about 4 o'clock), need to be drilled out to to remove the housing? Also, there is a bolt(?) that looks to be buried at the very bottom, between the housing and the wheel well. Does that need to be attacked from the inside? Quick replies would be greatly appreciated.
