Hardly any a/c pressure

i have an 86 camaro and my problem is that my cold and hot air seemingly has zero pressure unless im on the freeway. even then as if its just forced air. You cannot hear air blowing but you can hear the channels changing when you set the settings from say heater, to cabin, to passanger. Wtf is it?

Thanks, TayTayMurphy
