How does the heater control valve work?

How does the heater control valve work?

I was messing around with mine today. I see that applying vacuum to it lifts a metal block off. Does the valve just allow more or less antifreeze flow through the heater core?

It looks like it always allows some, but applying vacuum would open the port, allowing extra to flow back through again after leaving the heater core.
