92 RS Fan Switch

Hey guys, weird situation here. I was working on my friend's 1992 Camaro RS 3.1 L. Her fans are always on and I found that the relay was grounded. Okay, so I went over to the passenger side expecting to find a fan switch between cylinders 4 and 6, above the starter. Nope. Only see the knock sensor. It's pretty obvious that someone has been in here before moving stuff around, bypassing this and that.

Am I looking right past this thing?

The secondary fan switch is supposed to be above the starter, correct?
