Noob here. Is this the cooling fan relay?

The wire colors don't match the wiring diagram, but under the electrical tape I'm wondering is someone spliced some wires.

I'm trying to jump the fan to see if it works or if I need a new fan or relay.

I gave it a shot and yep, it's the cooling fan relay. I jumped the two large outer wires and the fan came on.
