Blower Fan

My fan turns off at the 2nd speed setting but runs on low and high. Anyone ever see that and know how to fix? Is the lowest setting "off" or are all fan speeds set to run. It's also really loud, assuming that's my 30 year old blower motor which I can replace.

Its the resistor pack in the blower housing by the blower motor mount.
