Try to take out Coolant reservoir tank. Bolt on bottom?

1st of all I want to thank anyone who has any information to help me out as I am stumped.

It looks like the tank in my 03/05/1989 Camaro RS may have been patched up a tiny bit by the previous owner.

I see 2 bolts 1 is easily accessible through the engine Bay for the coolant reservoir and the other one looks to be coming through the wheel well on the passenger side.

Does anyone have any insight if and how to get this tank out?? I've looked everywhere I can think of and can't really find a concrete answer.

Easily accessible #1

Passenger wheel well

Looks like it was \" sealed" before but can tell there is definitely some fluid coming through
