Need some advice on what tweaks to be made on E-prom

I'm having a problem with my car not turning over about half the time I try to start it. I know it's something to do with the vats system and I've read all the posts about it. Instead of trying any of the bypass methods I'm just going to send my "custom" chip back to Perf. Resource and have them remove the vats completely. I was wondering if there is anything else that I could have them do for my benefit. I know burning chips yourself is the best way to get a car running right, but I plan on having my car dyno-tuned and getting another chiped burned in the near future. This chip I'm sending back is to get modified is basically a chip to get me by until I get my car tuned and it will also serve as a backup chip. My car doesn't get that great of gas mileage, so I was wondering if I could have them enable highway mode mode or how would I put in words to Perf. Resource of how to get this highway mode activated. Getting rid of the vats and getting a little bit better gas mileage are my main to objectives and if there's anything else that you guys think would help let me know. My car runs decent with the chip as is, execpt the idle sucks when the engine is cold while it's in open loop and when the air is on full blast.

You should only enable highway mode if your BLM are real close to 128 and usually a car that has had any type of mods isn't real close. Otherwise you could be asking for trouble. Yep, DIY is the only way to get it right.
